Supplemental property tax
При подписании контракта выяснилось, что на новое жилье есть Supplemental property tax. Билдер дал невнятную бумажку и сообщил, что он не авторизован объяснять ее содержание. Подскажите пожалуйста, как же его определить. Есть еще время отказаться от контракта до 5 часов вечера воскресенья по тихоокеанскому времени.

When builder is in the process of building the property, he is paying property tax on that piece of land that he owns. However, the tax is for the land only, and is usually pretty low.
After building is completed, it takes county usually a few months to re-assess the value of land+structure. When you buy a brand new construction, very often your first tax bill is very low, because it's still calculated at the same rate as builder was paying (land only or land plus minor improvements).
Then, after the closing you will be hit with a supplemental tax bill, so that your total tax payments are at the rate (land + structure). Happens all the time. \
Just calculate what would be your expected property tax if you bought this condo as a re-sale (not from the builder). That value should be approximately the same as a sum (original tax bill + supplemental tax bill).

It depends how the property tax calculated in your county. Since you're in CA, let me assume that condo 311K will be taxed at 1.25% yr, that is 3900/yr. So your TOTAL property tax on that condo will be around that value. That would include the original property tax (inherited from the builder) plus a supplemental tax bill that county will sent you after the purchase. In a year or so, you will be getting only 1 tax bill per year (two installments), w/o breaking it into "original" and "supplemental" portion.
Now, this is all true UNLESS by Supplemental tax you mean any Bonds or Special Assessments for your condo complex. That would be a different matter.

В смысле In a year or so? Нам сказали, что Supplemental tax платится всего один раз...
Не, это вроде не про Bonds or Special Assessments.

Хорошие новости здесь - Вас все равно в сумме не будут таксовать больше, чем assessed value x 1.xx% (xx - в зависимости от каунти). При этом assessed value будет равно 311К или даже немного меньше. Assessed value будет расти не более 2% в год (prop 13 - Praise the Lord! правда, если будете делать ремоделинг с пермитами - тогда возрастет сильнее).
Просто обычно каунти ленится пересчитать новое assessed value точно в момент покупки. Поэтому в эскроу с вас снимут (или отдельно заплатите) таксы по старой assessed value, a потом уже придет подарочек в виде Supplemental Tax Bill. Not a big deal.
