Really? У знакомого контрактора на счету СОТНИ испекций и он говорит, что финального утверждения не случиться если этапы не утверждены. И это твоя проблема, что инспектор слишком занят. Хороший контрактор назначает инспекции еще не начав делать работы.

Whatever you say may have nothing to do with the author's case.
But as I said,
usually, this is the case because construction projects are time-sensitive.
They can not wait forever for inspections if completion dates are important.
So a township may decide to include a reasonable timeframe for inspection to be completed.
Just like it is in my city.
A copy/paste from my cities inspection rules:
Requests for Inspections. The permit applicant or an authorized
representative shall notify the Building Inspector after the completion of each
phase of construction and shall request all inspections orally or in writing.
The Building Inspector shall make every reasonable attempt to complete all
requested inspections in a timely manner. Work shall not proceed until
required inspections have been completed and approval has been granted by
the Building Inspector, however, construction may proceed if an inspection is
not completed within two business days after proper notification has been
received unless otherwise agreed upon by the Building Inspector and the
applicant.
