IMO, the phrase "CPI does not include investment items ... " means that if you by shares of real
estate fund or a stake in commertial properties or real estate backed bonds, or even a house
then you are playing as investor and not as consumer and the inflation on related items
should not be taken in CPI.
I think it is correct to qualify these as investments/savings.
On the countrary the cost of shelter is a variable that is taken into account.
