Please, help.....!!!

Maybe somebody had the same kind of problem and can advice me what to do.
I'm originally from Ukraine. 10 years ago I and my daughter (from the first marriage) immigrated to Israel. As required for immigration, I presented the permission from the ex-husband that he is aware and agrees that my daughter immigrates with me. As we know at this time in Soviet Union the court didn't issue the "custody" documents. After 5.5 years in Israel we come to the USA on H1 status. In the last year because of problem with Green Card in the USA, we applied for immigration to Canada. I attached the permission that I received 10 years ago for my daughter with explanation that my daughter and myself left Ukraine 10 years ago with the presented permission which was standard requirements and since we never contacted with her biological father. Today we received a letter from Canadian consulate with list the required documents including request for medical examination, Permanent Residence Fee and "CUSTODY DOCUMENTS ISSUED BY A COURT OF LAW". It seems that they were not satisfied with the document that I presented and I really don't know what to do because I can not have "what doesn't exist" + it will be really "fun" if I pay for "medical", Residence fee and try again to explain the situation
and they would deny the application. If somebody knows or heard about some kind of solutions or may recommend the lawyer,
please please, help!!!
