Даже и закупать ничего не надо, можно на R&D потратить. Вон, про забор на южной границе сколько говорили, и денег выделили. Куда деньги пошли? Казалось бы чего проще - возьми да забор построй. Нет - деньги дали General Dynamics (или кому там), как я понимаю, на R&D - разрабатывать hi-tech средства охраны границы, охранять которую никто не собирается.

BAGHDAD, Feb 21 (Reuters) - A U.S. Black Hawk helicopter with nine people on board made a "hard landing" north of Baghdad, the U.S. military said on Wednesday, citing initial reports.
It was unclear why the helicopter made such a landing, but Iraqi police captain Mahmoud al-Mashhadani said he saw some type of projectile hitting the aircraft before it came down on Wednesday in a rural area known as the Line, 30 kilometres north of Baghdad.
Insurgents have shot down seven helicopters in Iraq since Jan. 20, killing 28 people, mainly American soldiers. Five of those helicopters were U.S. military aircraft and two belonged to a private American security company.

BAGHDAD, Iraq - A U.S. helicopter that crashed Wednesday north of Baghdad was shot down, the military said after initially stating that the chopper made a ”hard landing.”
All aboard were safely evacuated by a second helicopter, said military spokesman Lt. Col. Christopher Garver.
”I can confirm that initial reports indicate that it was brought down by small arms fire and rocket-propelled grenades,” Garver said, adding that the site had been secured.
The statement from Garver came hours after chief military spokesman Maj. Gen. William Caldwell told reporters that the Black Hawk had made a ”hard landing.”
CNN first reported that the helicopter was shot down.
