У меня следующая ситуация:
У меня есть два одобрения из INS.
Как вежливо отказать одной из фирм?
Понятно, что это не хорошо но так уж получилось.
Достаточно ли будет предложить возместить все затраты на оформление.
Или действовать как то иначе. Посоветуйте

Here's a starting place. Basically you want to say NO without burning your bridges behind you (a кaк это по-русски?). You can add a personal touch with remarks such as "It was a wonderful picnic at Lake Jordan" or whatever, if something like this happened). The person you are writing to is a contact in the US who has evaluated you and your work positively, and s/he may be helpful (notice I did not say "useful") the next time you go looking for work here.
Dear BOB [OR MR./MS. XXX]:
I am writing to thank you for your kind offer of employment with COMPANYNAME. It was truly my pleasure talking [OR meeting] with you [AND xx, yy IF THERE WERE OTHER PEOPLE YOU REMEMBER]. [you can add, "I hope I've spelled his/her name right! but don't do it if that person gave you a business card ;-)]
At this time, however, I have been offered and have accepted a position with another firm [in THE STATE OR CITY - you want to be open enough, but don't name the firm directly] that I believe offers me a better opportunity [to develop my skills and abilities. немного не в тему, но не мог бы кто либо взять на себя труд и
черкнуть мне, темному, что есть INS аппрувал ( как я понимаю,
это своего рода предложение работодателя) и как его получают
( через рекр. агенства, напрямую у работодателя и т.д.)

Отказ от предложенного места также делается голосом, причем, если человек просто позвонит и скажет "я подумал и решил у вас не работать" без объяснения причин, то работодатель будет приятно удивлен такой предупредительностью. В большинстве случаев, никто никого ни о чем не извещает.
В последнее время стал появляться human resource management, копирующий американский.

Да, так сказать можно. Но это звучит несколько академично. Более "по-русски" было бы сказать "не хлопая за собой дверью".
