..........По сведениям из одного обычно хорошо осведомленного источника, в последнее время ДКС МИД РФ начал очень серьезно относиться к жалобам на действия консульских работников. Как минимум в одном консульстве очереди сократились практически до нуля в результате жесткой вздрючки из Москвы. Если интересно, могу узнать подробности.

I feel your pain ;( We had exactly the same situation here in California. These arrogant bastards screwed up the spelling of my name THREE times and asked me to pay for FedEx delivery. I said that's enough and sent fax to Lavrov (yep, directly to his secretary). Shockingly, in two days, consul called me and apologized (yes, he said we are sorry!).
They corrected everything and sent passport to me overnight at their expense. I guess, somebody called them from Moscow!
I always liked Lavrov but now I know that the situation is not as hopeless as before. So, try to make your point - send fax and express your concerns.
