Absolutely incorrect.

As flip_flop noted, it is generally rather meaningless to compare russian and american professors.

Facutly without a PhD is typically called Lecturer or Instructor.

Faculty with PhD but without full-time appointment is called Adjunct Professor or Visiting Professor (Adjuncts and Visitors can also be calles Visiting/Adjunct Associate Professor or Visiting Professor)

Assistant Professor is awarded to full-time faculty with PhD.

Associate professor is typically awarded to an assistant professor after Tenure although some schools may award Associate professor without tenure.

Full professor (typically just "professor") is the next step that is awarded to an associate professor for contributions to research. Later, Full professor can be awarded a Chair (e.g., a professor can be called "A.B. Smith Professor of Finance which essentially means that A.B. Smith established a fund to increase this particular professor's salary to reflect his continuing contributions into research).

Finally, after retiring the most distinguished professors are called Professor Emeritus.

There are also "Practice professors" "Clinical Professors" etc.
