KUWAIT (Reuters) - Al-Jazeera television, quoting Iraqi medics, said on Saturday that 50 people had been killed in U.S. bombing around the southern Iraqi city of Basra and it aired grisly footage of dead and wounded civilians.

Among the scenes, beamed across the Arab the world by the Qatar-based satellite channel, were a child with the back of its head blown off -- it was unclear if it was a boy or a girl -- and bloodied people being treated on the floor of a hospital.

"It's a huge mass of civilians," one angry woman told al-Jazeera, standing among the wounded. "It was a massacre."

The report could not be independently confirmed. U.S. and British forces have been in action around Basra. U.S. Marines defeated Iraqi forces in a battle on the outskirts of the city on Saturday, and took many prisoners, a U.S. officer said.

It was not immediately clear who controlled Basra and there was no other immediate confirmation of the bombings.

Asked about whether U.S.-led forces had bombed Basra, a military spokesman in Qatar declined comment, saying: "That is considered an ongoing operation and until it is over we're not going to go out there one way or another on that."

U.S. and British forces say they are intent on keeping civilian casualties to a minimum in their war to overthrow Iraqi President Saddam Hussein (news - web sites).

Jazeera quoted hospital sources as saying a total of 50 people were killed -- including one entire family and a Russian citizen -- when U.S. F-16 warplanes planes bombed the city.

The station's images of wounded men, women and children lying bleeding in the seemingly poorly equipped Jumhuriya hospital and what appeared to be bodies wrapped in blankets, were beamed into the homes of millions of viewers, many of whom are already angry at the U.S.-led war on fellow Arabs.

Корреспонденты передают, что гражданскому населению (в том числе женщинам и детям) раздали оружие. Причем ДО бомбардировок Хуссейн это боялся делать, а раздал оружие уже после них.
Положительно, повторяется СССР времен начала войны. Нация сплотилась вокруг диктатора Хуссейна, как когда-то вокруг диктатора Сталина.

Ну, такого уж сильного сплочения, я надеюсь, не произойдет, однако, с бомбардировками, и мне кажется, перестарались.

Amnesty International Demands War Probe

LONDON -- Amnesty International demanded an investigation Wednesday into the deaths of civilians during the U.S-led war on Iraq.

The human rights group cited reports Wednesday of missiles striking heavily populated areas in Baghdad. Iraqi officials said 14 people were killed, the most civilian deaths since the U.S. bombing campaign began a week ago.

"Conflicting reports about the origin of the missiles reinforce the need for a proper investigation," Amnesty International said. "Given claims about the sophisticated nature of the weapons being used in this conflict, it should be possible for coalition forces to account for the munitions used."

Кто ж проверит-то? На то и покупались эксклюзивные права на освещение конфликта в прессе. Как показывает практика подобные компании (cnn, fox) склонны выдавать единичные случаи за практику. Хотя это такая же спекуляция.

Iraq: Fear of war crimes by both sides
There are reports giving rise to concerns that war crimes may have been committed by both sides in the recent fighting, Amnesty International said today.

Coalition forces have confirmed attacking the main Iraqi television station early on Wednesday. According to reports from the BBC, US Central Command in Qatar has said that missiles struck Iraq's main TV station. The Pentagon is reported to have said that the purpose of the operation was to counter the command and control abilities of the Iraqi regime, and also to deal with propaganda and the disinformation campaign of Baghdad.

"The bombing of a television station simply because it is being used for the purposes of propaganda is unacceptable. It is a civilian object, and thus protected under international humanitarian law," said Claudio Cordone, Senior Director for International Law at Amnesty International.

"To justify such an attack Coalition forces would have to show that the TV station was being used for military purposes and that the attack properly balanced the concrete and direct military advantage anticipated with the incidental risk to civilian life."

"Attacking a civilian object and carrying out a disproportionate attack are war crimes. The onus is on the Coalition forces to demonstrate the military use of the TV station and, if that is indeed the case, to show that the attack took into account the risk to civilian lives."

"At times of war many civilian activities can be seen as supporting, in a general way, the war effort. But to accept that all such activities can be targeted is to accept the logic of 'total war'. Preventing the devastation of such 'total wars' has been one of the key underpinnings for the development of the rules of war in recent decades," Claudio Cordone added.

Iraqi forces are reported to have deliberately shelled civilians in Basra and to placing military objectives in close proximity to civilians and civilian objects. There have also been reports of Iraqis dressed in civilian clothes in order to allow surprise attacks on coalition troops.

"Any direct attack on civilians is a war crime. Those who blur the distinction between combatants and civilians undermine the very foundations of humanitarian law," said Claudio Cordone.

BAGHDAD, Iraq, March 27 (UPI) -- The Arab language TV news network al-Jazeera said Thursday that coalition strikes had landed in a residential area in the northern city of Mosul -- killing or wounding at least 50 people -- while 10 more people were killed and 44 others injured in the continued assault on Baghdad.
Al-Jazeera showed footage of destroyed houses in a residential quarter north of Mosul where relief workers were searching for bodies buried under the rubble. It said some 50 people, mostly women and children, were killed or wounded.

A military official with the U.S. Air Force Command in the region told United Press International "the only thing we've dropped on Mosul in the last 24 hours is leaflets." They were unable to immediately comment on whether the pictures might have shown the result of previous airstrikes.

"They are all children and women," a woman who was fleeing the targeted area with family members and neighbors told al-Jazeera. "Why all this? If I see an American soldier, I will tear him apart," she said.
