I am a computer programmer. How I got scholarships? Well, I applied to schools and they just offered me various scholarships after they admitted me. In some schools you have to fill out application. In some schools you have to write additional essay to be considered for scholarship. Some schools just send you scholarship offer along with admission letter.
There are also a lot of scholarships for people interested in "Public Interest Law". I didn't apply for those. Scholarship amounts ranged from 3K to full-tuition + stipend.
1. Schools offer scholarships either to attract desirable students or to make it possible for poor students to attend. There are outside scholarships, but they are a lot harder to get.
2. No, it is a waste of time. If you are going to be a lawyer, an extra year in business school will be a waste of time.

It is really impossible to predict what lawyers will be in demand 4-5 years from now (that's when you graduate). And you don't have to decide now. You can always decide later, in your 2nd or 3rd year in law school.
So if you want it, go for it. What do you have to loose? Study for LSAT.
