One year ago a friend of mine filled in an online form for the Green Card Lottery. Later on, he received a package with documents via regular mail to confirm the application and pay 50 bucks for it. But he didn't do it, because he got aware that every GCL applicant that doesn't win it, will never get any kind of american visa.
I wanna warn everybody to never participate in the Green card Lottery if you wanna find yourselves in the United States some day.
And I wanna ask you: does my friend have any chance to get the US Visa or he will be refused for sure? May the online application
harm the process of receiving american visa?

2. Participation in DV Lottery is (at least this is an opinion of the majority) not logged anywhere. CIA and FBI both have much more interesting problems than keeping records for millions of lottery players.
But if you win and proceed with getting your GreenCard, situation surely changes.
By the way, the really interesting question arises concerning H-1B application. Suppose you got an approval and applied to the visa in the embassy. While waiting for the interview, you receive the DV Lottery Winner package. Your actions?
Yes we all know H-1B is dual-intent visa. However, if you answer "Yes" in the 31st question in OF-156, you'll certainly have problems...
