Cheapest rates you can get using prepaid calling cards. Range from 32 to 39 CAD ( after tax ). Quality isn't too bad. And you can call from any location ( not only in Canada ) 24-7.

I don't know your location , but in Toronto or in Vancouver you can find them in any russian store.
