В то время вообще идея выборов была довольно нова. В частности в Америке были сторонники того что в выборах должны участвовать только владельцы собственности и это было отражено в законах. И никто иной как Джефферсон предлагал расшитить категорию граждан участвующих в выборах.

Я не считаю что до 60х президенты были лучше. Более того президент это еще не все. Вообще только граждане делают страну такой какой она есть.
